The Prez Sez

   This month, I will write with my Safety Officer hat on, about safety rules at the field. As you may recall, this year when the AMA renewed our charter, they requested that we establish site-specific safety rules for Bollin Field, and provided a general guide to go by. I took that guide and applied and modified it to Bollin Field.  Here is what I propose:

Bollin Field Site Safety and Operational Rules As required by the Academy of Model Aeronautics

FLYING SITE SAFETY RULES

  1. Deliberate flying behind the flight line is prohibited.
  2. Each transmitter must display frequency identification.
  3. Taxiing is NOT allowed in the pit area.
  4. It is strongly recommended that members do not fly alone.
  5. Children are NOT permitted beyond the spectator area unless under the direct supervision of an adult.
  6. The established club frequency control plan will be in force atall times.
  7. Control line will not be flown here.
  8. Helicopter flights are allowed in designated areas only.
  9. High start lines are to run parallel to active runway.
  10. ALL flying must be from one end of the runway. Direction of flight is determined by the wind direction, etc.

  11. Flight operations will stop during electrical storms.
  12. Models will fly only in predesignated areas, and will yield right-of-way to full-size aircraft. No-Fly areas (posted) will be enforced.

FLYING SITE OPERATIONAL RULES

  1. NO flying before 7:30 am
  2. Only pilots and assistants are allowed on the flight line.
  3. Mufflers are required on all models. (db limit recommended).
  4. Testing of engines is to be performed ONLY in run up area.
  5. Shelter may not be used as a pit area.
  6. The AMA Safety Code will be displayed when the field is open forflying.
  7. Fliers operating models must display AMA membership cards foreasy identification.
  8. Pilots shall make appropriate announcement when taking off,landing, or emergency situations.
  9. Compliance to these safety rules is the responsibility of each participant.
  10. DON'T FLY ALONE!
  11. First aid kit is in the gray locker near the transmitter impound area.
  12. Emergency numbers: Hospital and Police 911. Public Phone location Buena High School or DMV.
  13. All non-participants must be behind the pits during Combat contests.
  14. Alcohol consumption is NOT allowed during flight operations.
  15. Flight operations are allowed from designated pilot stations only. No flying from the runway, the pits or the shelter.

  These are the rules I propose. Please let myself or another club officer know how you feel about them, in order for us to implement adequate safety rules as required by the AMA. Until next time, point the nose straight up, full throttle. If it stalls, it's not enough power!  Bill

Club Meeting

  The next meeting of the MMRCC is scheduled for October 3, 2002 at 7:00 P.M. The meeting will be held at the TRW facility (Highway 90 Bypass). Personnel are required to sign-in and sign out for security purposes.

FROM THE EDITOR'S DESK

  Nominations will be made for 2003 officers at the October meeting, so lets all be there to nominate our choice for next years officers. Election will be held at the November meeting.
  Page 67 of the November Model Aviation magazine outlines safety rules as addressed by Bill in his notes. Why not review them for ideas or modifications and let Bill know.
  There are several excellent articles in recent magazines. They are written in non-engineering terms that most of us can understand.   Why not give them a look-see? Basic Rules of Flight on page 116 of September 2002 RCM and a Layman's Guide to Stability and Control in the November 2002 issue of RCM on page 94.
