CONSTITUTION

 

ARTICLE I - NAME

 

The name of this club shall be the Mesquite Modelers Radio Control Club (MMRCC), Inc.

 

ARTICLE 2 - PURPOSE

 

SECTION 1: The objectives of this club are to promote model aircraft building, flying and to aid insofar as possible the national program of the Academy of Model Aeronautics (AMA).

 

SECTION 2: All flying functions of the MMRCC shall conform to the policies and regulations of the AMA.

 

ARTICLE 3 - MEMBERSHIP

 

SECTION 1: All persons living in Sierra Vista, residing in Sierra Vista part of the year, and surrounding communities shall be eligible for membership in the MMRCC, provided they are a member of the AMA.

 

SECTION 2: There shall be three classifications of membership:

 

Junior - Under 19 years of age

Open - 19 thru 64 years of age

Senior - Over 65 years of age

 

SECTION 3: All members of the club shall retain membership in the AMA and support all club sponsored functions.

 

BY-LAWS

 

ARTICLE 1 - AUTHORITY ON PROCEDURE

 

Robert's Rules of Order, revised, and Robert's Parliamentary Law shall apply to all questions of procedure and parliamentary law not specified in these By-laws or the constitution of the AMA.

 

ARTICLE 2 – OFFICERS

 

SECTION 1: Elected officers in the club shall consist of:

 

Chief Executive Officer/President

Vice Executive Officer/Vice-President

Chief Financial Officer/Treasurer

Chief Recording Officer/Secretary

 

SECTION 2: Officer duties:

 

President: The CEO shall preside over all meetings and is a member of all committees. In addition, the CEO will insure that the By-Laws and all AMA rules are followed.

 

Vice Executive Officer: The Vice Executive Officer shall preside in the absence of the CEO or at his request.

 

Chief Financial Officer: The CFO shall be the custodian of all club funds, and receive and distribute funds upon authorization of the club. The CFO’s books shall be kept in order and audited on a yearly basis, and provided to the Arizona Corporation Commission as requested. The CEO, the Treasurer and at least one member of the Board of Directors will conduct the audit.

 

Chief Recording Officer: The CRO will keep accurate minutes of all club meetings, conduct all correspondence as directed, conduct Club re-certifications and keep an up-to-date roster of all club members.

 

ARTICLE 3 - ELECTIONS

 

Election of officers shall be held at the November meeting by a majority vote. Nominations for new officers will be accepted from the general membership at the October meeting. Newly elected officers will take office at the following January meeting and will remain in office for a term of one year.

 

ARTICLE 4 – VACANCIES

 

A vacancy in the position of the CEO shall be filled by the Vice for the un-expired term of office. A vacancy occurring in any other elected office shall be filled by the recommendations of the Board of Directors as directed by the CEO.

 

ARTICLE 5 – MEETINGS

 

SECTION 1: For the conduct of business at a club meeting, a quorum consisting of two club officers and three Board members shall be present.

SECTION 2: Club meetings will be held at 07:00 PM on the first Thursday of every month. Special meetings may be called by the CEO as required.

 

ARTICLE 6 – DUES

 

SECTION 1: Club dues are established and can be changed as necessary not later than the February meeting each year. Join the first half of year and pay full year, Join in the second half and pay half dues. Club dues for existing members will be due in January of each year as follows:

 

Junior - $20.00 per year

Senior - $40.00 per year

Open - $50.00 per year

Senior Family - $60.00 per year

Family - $75.00 per year

 

SECTION 2: Members who are more than three months in arrears in dues shall be suspended. Members who are suspended shall be reinstated by paying all delinquent dues.

 

ARTICLE 7 - CFO'S REPORT

 

The CFO's report will present all outstanding debts and is to be accepted as read unless specifically challenged. If the challenge cannot be resolved, an audit as outlined in Article 2, CFO’s Duties, will be performed.

 

ARTICLE 8 – COMMITTEES

 

SECTION 1 - SAFETY: The safety committee shall consist of a chairman and, if required, assistants who will be responsible to the CEO and Board of Directors for the club safety program. The Safety Committee is responsible for the enforcement of the established safety rules and recommend changes and or additions to the safety rules for adoption by the membership.

 

SECTION 2 - SPECIAL EVENTS: Composed of a chairman and, if required, one or more assistants who shall propose, organize, develop, and be responsible to the CEO for all special non-flying events.

 

SECTION 3 - LOGISTICS: Composed of a chairman and, if required, one or more assistants who shall be responsible to the club CEO for all club property, supplies, and flying site general clean-up.

 

SECTION 4 - CONTEST DIRECTORS: Composed of a chairman and, if required, one or more assistants who shall be in charge of planning, organizing, directing, and controlling all contest flying events.

 

SECTION 5 - SPECIAL: The CEO shall be empowered to appoint special committees to serve at the direction of the CEO, within the limits of authority as delineated at the time of the creation of such committees.

 

ARTICLE 9 – SAFETY

 

SECTION 1: All club members shall follow the established safety rules of the Club and the AMA.  Those members found in violation will be subject to suspension.

SECTION 2: The Safety Officer and all members of the safety committee will have the authority to request any violators of the established safety rules to remove their equipment from the flying field.

 

ARTICLE 10 - FLIGHT TRAINING

 

SECTION 1: The CEO will appoint instructor pilots. Flight training will be offered to club members and those students enrolled in the AMA Intro Pilot Program.

Instructor Pilots will establish a training program and will be enrolled in the AMA Intro Pilot Program.

 

SECTION 2: Student pilots will only fly with an instructor and will be on a “Buddy-Box”. The only exception will be during the solo flight.

 

SECTION 3: Student pilots will incur a one-time fee of $25.00 that will go toward the trainer fleet upkeep. Student pilots will also incur the expense of all consumables during flight training. The Intro Pilot Students will be required to join the AMA and the club at the end of the 60-day period to continue flight training.

 

SECTION 4: Students, after completing their flight instruction and solo flight, will be presented with a Solo Certificate at the next scheduled club meeting.

 

ARTICLE 11 – AMENDMENTS

 

SECTION 1: These By-Laws shall not conflict with the constitution of the AMA.

 

SECTION 2: These By-Laws will be reviewed on an annual basis by the Board of Directors as requested by the CEO. The Board of Directors will present recommended changes to the general membership for their approval or disapproval. Changes to the By-Laws may be proposed at the monthly club meeting.
